They were scared of Vibhandaka.

That this is what Santakumara had predicted in DevaYuga that all these are going to happen.
Rishyasringa will be brought out of the forest by the courtesans and he will marry Shanta, Romapada's daughter and he will officiate Dashratha's AshwamedhaYaga which he is going to perform to beget children.
In this manner, Rishyasringa was brought out of the forest.
It rained.
His mere presence in AngaRajya brought rains.
Shanta was offered in marriage to him.
Why is it that the ministers and purohitas are advising Romapada to send courtesans to get Rishyasringa? One - they are scared themselves.
But their point is that Rishyasringa has never known any pleasure in life.
Pleasure through any of his sensory organs.
He has not heard music, he has not seen dance, he has not tasted good food, he has not smelled a perfume, he has not touched a woman.
The fastest way to get him here is to entice him through his senses.
Since he has not experienced any of the sensory pleasures, it will be very easy to get him attracted.
This can be done easily by women.
They have a knack for it.
Giving sensual pleasure, sensory pleasure, courtesans are experts at it.
Other than tha, no amount of convincing is going to work.
Why should he agree to marriage when he doesn't even know what a woman looks like?
So first he should be made to experience sensory pleasure, then he will fall for it.
That is the nature of the human mind.
You will only long for what you have already experienced.
So Rishyasringa should be made to experience sensory and sensual pleasure.
Then only he will come.
So it is not just the presence of women and sensuality, they should try various means.
Accordingly the courtesans went to the forest.
They waited near the ashrama and Rishyasringa saw them.
Wearing beautiful dress and singing in a beautiful voice.
They went near him and asked - who are you? What are you doing here alone?
Overall he liked them, he felt nice about them.
He replied - I am Vibhandaka's son, my name is Rishyasringa.
Rishya means antelope.
Rishyasringa had horns like the antelope.
This is because of his peculiar birth.
Once, when hisVibhandaka was at the lake.
He happened to see Urvashi.
He got excited and his semen fell in the water.
An antelope happened to drink water from that lake and the semen got inside her.
That turned into pregnancy and Rishyasringa was born.
He said we do tapas, worship.
Why don't you all come to our ashrama?
I shall worship you all also.
So innocent, that is the only thing new.
He worshiped his father, and served him.
Other than that, Gods, he worshiped them.
He was not aware of any other kind of interaction.
Come to the ashrama, I shall worship you all.
So he worshiped them all in the typical puja vidhana.
Washing their feet, saying idam padyam.
Giving them arghya, saying idam arghyam.
Idam moolam idam phalam.
Giving them tubers and fruits.
Typical puja style.
The courtesans were also scared of Vibhandaka.
He was not there in the ashrama.
Before he comes back we should all leave.
They hurried.
Then gave delicacies such as modaka to Rishyasringa and said these are our fruits you should have them.
Then they embraced him.
See, enticement of all his senses together, well planned.
Ears - they sang.
Eyes - their own bodies and dress.
Taste and smell - the delicacies.
Skin - they touched him physically, embraced him.
Then they took leave saying that they have to observe some vrata, even though the real reason was fear for Vibhandaka.
Rishyasringa felt very restless after they left.
He missed their touch, he missed the conversation.
He missed their company.
The courtesans were successful at their job.
He was not able to sit down quietly.
The next day, he went to the place where he had seen the women.
They were there.
When they saw Rishyasringa coming, they went near him and told him - why don't you come with us to our ashrama?
There, we have a lot of tasty fruits like what we gave.
We will give you a treat with them.
Rishyasringa readily agreed.
There was already a boat kept ready in the river.
They got Rishyasringa into their boat and rowed away to AngaDesha.
Romapada received Rishyasringa with great happiness and with all due procedure and formalities.
As soon as Rishyasringa came, it started raining.
Marriage between Shanta and Rishyasringa took place.
Vibhandaka was a trikalajna.
He also realized what had happened and the purpose of the abduction.
It was to save the kingdom.
Not for any selfish purpose.
He also did not get angry.
